The Commercial and Surface Leasing Program provides technical guidance for the management and commercial development of endowment land through the Request for Proposal process, leasing of office space and other surface leases, surface communication sites, Outfitters and Guides, state and federal land leases and any other miscellaneous endowment land lease needs.

The Navigable Waters and Cottage Site Program provides technical guidance for the management of residential/cottage site leasing and Public Trust lands. Public trust lands are the submerged lands lying below the natural ordinary high water line of navigable streams and rivers within the state. Title to these lands is held in trust and is managed for the public good rather than for a specific beneficiary. Reference: Idaho Code Title 58 Public Lands, Chapter 13 [Navigational Encroachments]

The Minerals Program offers and administers leases of all state lands for oil and gas, geothermal, phosphate minerals, materials (sand, gravel, etc.) and commercial or recreational riverbed leases. In addition, the Program regulates all surface mining and dredge/placer mining within the state.

Oil and Gas

 


Oil and Gas Commission - The State Board of Land Commissioners acts as the Oil and Gas Commission and regulates the exploration, drilling and production of oil and gas resources. Wellhead activities are monitored to ensure that environmental damage does not occur during drilling and operation states.

Leasing Endowment Lands for Wind Energy Production

There is a great opportunity to generate revenue for endowment beneficiaries through the leasing of trust lands for wind energy production.  IDL has drafted a wind lease and a Request for Proposal for wind energy development to facilitate the leasing of endowment lands for this purpose.  Both the draft lease and the draft RFP were reviewed by potential lessees in October 2008.  Comments received from that review, and IDL’s answers to those comments, are included in the Q & A which, in most cases, ties back to specific sections of the lease or the RFP.

The IDL comment period on the wind lease and the RFP closed on February 1, 2009.
