The Eastern Idaho Supervisory Area office is located in Idaho Falls. Area staff manages 723,300 acres of Idaho Endowment land which is scattered across sixteen counties in southeast Idaho. Primary management activities on endowment land in eastern Idaho includes livestock grazing, timber management and mineral extraction. Mineral extraction is largely focused on phosphate production near Soda Springs. In addition to endowment land, the Area administers the use of Public Trust lands, which are submerged lands lying below the ordinary high water line of navigable lakes and rivers. The Area is also responsible for administration of the Idaho Forest Practices Act, regulating timber harvest and the Surface Mining Act, regulating surface mining reclamation on private lands within its administrative area. Additionally, the Area is responsible for administration of the Lake Protection Act, which regulates lake bed encroachments on Bear Lake, Henry's Lake, Williams Lake and other designated water bodies within the Area's geographic boundaries.

While the Eastern Idaho area does not have wildland fire suppression responsibilities, staff remain engaged in the Department's fire program by being available for fire assignments through the Eastern Idaho Interagency Dispatch for local, statewide and national assignments.

The Eastern Idaho office has ten permanent employees and two eight-month employees.

Meet Our Staff

Pat Brown - email: pbrown@idl.idaho.gov - is the Area Manager for the Eastern Idaho Supervisory Area. Pat began his career with the Department of Lands in 1987 following graduation from the University of Idaho, where he received a Bachelor of Science in Range Resources. Pat was promoted to Resource Supervisor-Range in 2005 and then to Area Manager in 2007. He has spent his entire career at the Eastern Idaho Area. He is responsible for planning, coordination, administration and supervision of all Eastern Area programs and activities.


Tracy Behrens - email: tbehrens@idl.idaho.gov - is a Resource Specialist, Senior - Range. He began his career with IDL in 1980 after receiving a Bachelor of Science degree in Range Management from the University of Idaho.  Tracy began his career with IDL at the Eastern Idaho Area office, and then transferred to the Southwest Area office, Boise, in 1987.  After spending several years working for the Range and Surface Leasing Bureau at the IDL Director’s Office in Boise, Tracy returned to the Eastern Idaho Area in June 2007.  Tracy handles grazing and cropland issues in Lemhi, Clark, Fremont, Bonneville, Oneida and Power counties.

L. Keith Birch - email: kbirch@idl.idaho.gov - is a Resource Specialist - Forest. Keith is an eastern Idaho native and has lived in Driggs for the past 32 years. He received a B.S. degree in Range Management/Forestry from Idaho State University in 1972. Keith spent 38 years with the U.S. Forest Service with assignments in Idaho, Montana and Nevada. He retired in 2002 as the Aviation and Fire Management Officer for the Caribou-Targhee N.F. His entire career was spent in range, forestry and fire management. He served over 25 years on National Incident Management teams and was a Type I National Incident Commander for several years. Keith currently manages the County-Rural Fire Cooperative Programs for the 16 counties in the Eastern Idaho Supervisory Area, a position he has held since 2002.

Ron Fryzowski - email: rfryzowski@idl.idaho.gov - is a Resource Supervisor for Timber/ Minerals. Ron earned a Bachelor of Science in Resource Management from the University of Idaho in 1982.  He started his career with the Idaho Department of Lands in 1986 after several seasons working for the US Forest Service.  He has worked for the Idaho Department of Lands as a resource manager in the Eastern Idaho Area, St. Joe Area, and Mica Area offices.  Ron is responsible for supervising the timber, minerals and fire programs on the area.

Heath Hancock - email: hhancock@idl.idaho.gov - is a Resource Supervisor - Range. Heath is a 1996 graduate of the University of Idaho. He holds a Bachelor of Science degree in Range Resources.  After several seasons with the Bureau of Land Management, Heath began his career with the IDL Eastern Idaho Supervisory Area in 1999.  Heath is responsible for supervising the grazing, cropland and lake protection programs on the Area.

Katina Kienlen - email: kkienlen@idl.idaho.gov - is the Eastern Area Administrative Assistant. Katina is an Idaho Falls native. After high school, Katina moved to San Diego, California, where she attended college and worked in mortgage banking for ten years. Katina recently moved back to Idaho Falls and has been working with the Department of Lands since 2007.

Richard O'Quinn - email: roquinn@idl.idaho.gov - is a Private Forestry Specialist. In 1989 Rich earned an Associates Degree from St. Cloud State University in Minnesota, and, in 1993, a Bachelors of Science degree in Forest Resource Management from the University of Montana.  Rich worked for the United States Forest Service from 1991 to the spring of 1998. He then joined the Eastern Area office in 1998 as a seasonal Resource Manager. In November 1999, Rich accepted the position of Private Forestry Specialist and he currently works in that position.
