Purpose of Rule
The Idaho Department of Lands administers IDAPA 20.02.01, Rules Pertaining to the Idaho Forest Practices Act on behalf of the State Board of Land Commissioners (Land Board). This rule sets forth the minimum standards for conducting forest practices on forest land to assure the continuous growing and harvesting of forest tree species and to protect and maintain the forest soil, water resources, wildlife and aquatic habitat.
This rulemaking has been initiated based on a petition received from the Idaho Farm Bureau Federation to implement Idaho Code § 38-1304(1)(f). The purpose of this rulemaking is to establish provisions related to the timely salvage of dead, dying, or threatened timber, when practicable, on non-private forest lands.
The Forest Practices Advisory Committee (FPAC), as established by Idaho Code, provides technical assistance to IDL and the Land Board in matters relating to the Idaho Forest Practices Act.
Current Status
Negotiated rulemaking begins in July 2026. The Notice of Intent to Promulgate Rules will be published in the Idaho Administrative Bulletin on July 1, 2026.
Negotiated Rulemaking
Negotiated rulemaking is a process in which all interested parties and the agency seek consensus on the content of a rule. Public meetings are an opportunity for all interested persons to discuss possible changes to the rule, and the public may also submit written comments.

The Notice of Intent to Promulgate Rules – Negotiated Rulemaking will be published in the Idaho Administrative Bulletin on July 1, 2026.
