Public meetings on rules on selling forest products on endowment lands

(Coeur d'Alene) – The administrative Rules for Selling Forest Products on State-Owned Endowment Lands (IDAPA 20.02.14) is scheduled for review in 2022, per Executive Order 2020-01: Zero-Based Regulation through the negotiated rulemaking process.

The rules apply to purchasers of state endowment timber sales and forest products and establish a consistent process for selling forest products from state endowment lands by setting minimum requirements for timber sale auctions, initial deposits and bonding, stumpage and interest payment, and timber sale cancellation and termination.

Negotiated rulemaking is a process in which all interested parties and the agency seek consensus on the content of a rule. Public meetings are an opportunity for all interested persons to discuss possible changes to the rule, and the public may also submit written comments.
Negotiated rulemaking begins this month. Two public meetings are scheduled in April, and written comments on the draft rule changes will be accepted through May 11, 2022.
